Public Policy & National Development
Turning policy ideas into programmes and institutions that deliver.
Business, Policy and Development Expert, Entrepreneur and Institutional Leader. President of the Ghana Chamber of Young Entrepreneurs and the Ghana Youth Federation.

Sherif Ghali is a Ghanaian Business, Policy and Development Expert with extensive experience in entrepreneurship development, public policy, youth development, institutional leadership, stakeholder engagement and the design of programmes that support inclusive economic and social development.
For more than a decade, his work has operated at the intersection of business, public policy, entrepreneurship, technology and development, with a strong focus on translating policy ideas into practical programmes, institutions and opportunities.
He currently serves as President of the Ghana Chamber of Young Entrepreneurs, where he provides strategic leadership to one of Ghana’s leading entrepreneurship organisations, advancing enterprise development, policy advocacy, access to finance, capacity development and stronger engagement between entrepreneurs, government and the wider private sector.
Sherif is also President of the Ghana Youth Federation, Ghana’s national platform for organised youth participation and coordination, and Chairperson of the Commonwealth Alliance of Young Entrepreneurs – Africa, where he contributes to entrepreneurship policy and private-sector development across the continent.
Over the years, he has contributed to national policy processes and public institutions in areas including entrepreneurship, startup development, youth policy, employment, institutional reform and national development planning. His experience spans government advisory roles, technical working groups, programme design, public-private dialogue, resource mobilisation and multi-stakeholder partnerships involving government, development partners, the private sector and civil society.
A major part of his work has focused on building and strengthening entrepreneurship ecosystems, supporting initiatives that expand access to business development services, finance, markets, policy representation and opportunities for startups, young entrepreneurs and small and medium-sized enterprises.
His professional focus is increasingly centred on development intelligence, evidence-based policymaking, citizen participation and the use of technology and data to improve development outcomes. He is particularly interested in building systems that make public policy and national development more measurable, transparent, understandable and responsive to citizens.
Sherif combines experience in technology, entrepreneurship and policy, enabling him to approach development challenges from both institutional and practical perspectives. His work reflects a strong interest in how digital platforms, artificial intelligence, data and emerging technologies can strengthen public institutions, improve decision-making and connect citizens more effectively to development opportunities.
While youth development remains an important area of his expertise and public service, his broader work focuses on national development, entrepreneurship, public policy, institutional effectiveness and inclusive economic transformation.
His long-term mission is to contribute to building stronger institutions, better policies and practical development systems capable of translating national ambitions into measurable improvements in people’s lives.
